Position Summary & Responsibilities

Position Summary:

This Office of Personnel Services (OPS) position is assigned primarily to the Kansas Department for Aging and Disability Services (KDADS) and housed within Larned State Hospital (LSH). This position assists in all Human Resources (HR) functions within LSH and will serve as primary backup to the LSH Human Resources Director. This position assists with maintaining the guidelines, instructions, procedures, and timelines for the LSH HR department’s multiple sub-programs, provides on-going guidance, clarification or instruction, and makes modifications as may be required. In addition, this position analyzes operations of programs and activities to determine their effectiveness. This position communicates program/activity information to employees, supervisors, and administrative staff at LSH, in addition to KDADS’ Central HR office. Advises the Superintendent of LSH, and the Human Resources Director regarding hospital Human Resources needs and priorities to assist in planning and organizing agency operations. Continuously evaluate the HR programs’ capability to respond to identified needs.

Job Responsibilities may include but are not limited to the following:

Leadership and Supervision

  • Serves as second in command to the Human Resource Director.
  • Assist’s the Human Resource Director in drafting/presenting formal disciplinary proposed and final; decision letters/memo’s to employees.
  • Assist and Oversees Family Medical Leave Act (FMLA), Workers’ Compensation (WC)/Americans with Disability Act (ADA) Program Management.
  • Assist and Oversees activities related to KPERS, Benefits, and Insurance Map Portal.
  • Consults on EEO matters, and all Workplace Violence and Sexual Harassment, Hostile Workplace investigations to ensure resolution or recommend disciplinary actions as appropriate.
  • Oversee, track, and ensure Employee Corrective Actions Plans resulting from internal investigations are completed in a timely manner. Including the drafting and presenting of formal letters/memos.
  • Other duties as assigned by the Human Resource Director.

Investigations and Fact Findings

  • Position will be responsible for conducting, leading or assisting with internal investigations, audits, surveys and information gathering of various units at the hospitals, including but not limited to Human Resources.
  • Priorities for investigations will be determined on a case-by-case basis and in conjunction with the Human Resource Director of State Hospitals.
  • Position will provide feedback to Human Resource Director regarding policy and procedures recommendations for hospitals in an effort to improve efficiencies, communication and consistency.
  • Scheduling interviews and meetings, developing reports, composing summaries or letters as part of progressive discipline or because of an investigation, complaint, etc.

FMLA, ADA, Work Comp, EAP Services, Benefits

  • Aids LSH staff with FMLA, ADA, Work Comp request as they arise.
  • Works with Appointing Authority and Human Resource Director processing ADA requests and accommodations.
  • Confirms proper notifications are made to employees and supervisors of approved accommodation, work restrictions and medical devices as needed.
  • Facilitates return to work meeting with employee and supervisor.
  • Responsible for ensuring multiple employee timelines are met and correct notices, requests, and verifications are sent and received from the employee within established guidelines.
  • Serves as a point of contact for individuals in need of Employee Assistance Program, tracks progress and maintains records.
  • Assist LSH staff with questions related to KPERS, Benefits, Insurance Map Portal as needed.

EEO Program Management

  • Interprets laws, rules, regulations, and policies related to Equal Employment Opportunity (EEO) and assist with managing the EEO program for the LSH to confirm compliance with Federal and State laws. Advises agency administrators, managers, supervisors and staff on issues pertaining to diversity as it relates to Age Discrimination in Employment Act, Title VII of the Civil Rights Act of 1964, Equal Employment Opportunity/Affirmative Action (EEO/AA), sexual harassment and other laws and issues involving diversity and employment rights to confirm fair and equitable treatment of LSH employees, applicants, and customers.

  • Provide written notification to the parties and conduct timely follow-up to ensure commitments resulting from mediations are met. Conduct meetings, briefings and training sessions designated to educate employees on the mediation process and to encourage participation by employees and supervisors.

Data Collection and Data Analysis

  • Assists in gathering accurate data collection in all Human Resources areas, including employee injuries turnover, and vacancy rates, etc.
  • Provides employee related data and/or analysis to the Superintendent, AEC, Central Office, Larned Community members, Program Directors, Department Heads, and completes surveys as needed or requested.

Employee Performance Management

  • Provides individualized consultations, guidance, assistance, and discipline to managers and employees on a variety of work-related matters as necessary. The incumbent works directly with LSH supervisors to facilitate processes confirming an ethical, fair, and consistent management approach within LSH. This position serves as mediator and primary contact for managing disputes between State employees through facilitated discussions or alternative dispute resolution.
  • Scheduling interviews and meetings, developing reports and recommendations, composing summaries or letters as part of progressive discipline or because of an investigation, complaint, etc.

Qualifications

Minimum Qualifications :

  • Three years of experience in planning, directing, organizing, managing or administering personnel or human resources functions. Education may be substituted for experience as determined relevant by the agency.
  • Valid Kansas Driver’s License.

Preferred Qualifications :

  • Experience developing and delivering hospital specific training programs and materials.
  • Experience in managing EEO & affirmative action activities in government agency, educational institution or private sector organization/company which included processing, investigation & resolving EEO complaints & developing policies & affirmative action plan.

Post-Offer, Pre-employment Requirements :
